CAP Background

The Community Access Program (CAP) is an initiative developed by Industry Canada to help provide Canadians with affordable public access to the Internet and the skills to utilize it effectively. Under CAP, local schools, libraries and community centres act as "on-ramps" to the Information Highway and provide support on how to make the best use of the Internet.

Once fully implemented, CAP will help Canadians: use the Internet to access federal, provincial and municipal information services; seek out domestic and international business opportunities; develop value-added products and services; create local enterprises, jobs, growth and social development; learn valuable skills to reap the opportunities provided by the knowledge-based economy.

As part of the Youth Employment Strategy (YES) young people in rural and remote communities have been hired through summer student placements to help site managers and staff develop CAP sites.  These students are dedicated to increasing community awareness of the Year 2000 Problem, training individuals and businesses on the use of the Internet (including basic browsing e-mail and web page design) at our CAP sites, and promoting the Renfrew Computer Club.  

Industry Canada's commitment to public Internet access in Renfrew represents an investment of $15 000 from 1997 to 1999, and another $18,000 in 2000, which has been matched by the Renfrew Computer Club with volunteer time and donations. These sites are fully equipped for independent use and guided or self-training on the Internet.

Cap Site History

The first CAP sites in the area were opened with single computers in the public libraries located in Douglas, Forester's Falls and Renfrew.  In 1999, the Renfrew KOA campgrounds opened our fourth CAP site.  The addition of Calabogie to our network in June, 2000, brought the number of communities we are providing with free internet access to five.

Cap Site Objectives

Our major mission is to facilitate the integration of the Internet and information technology into the community at all feasible levels.

The current objectives of the Renfrew and Area CAP Network include:

To provide Free or Affordable Internet access to the public of the communities we serve.

To provide training and support for the CAP sites.

To organize and deliver cyber-camps and training sessions for all age groups at all levels.

To assist in the development and maintenance web-pages for non-profit, government and community organizations.

To promote the idea and use of e-commerce.

Services & Fees

CAP Services include:

Free dialup access to the Internet
Photo-quality colour printer
Free Individual or Group Training
Basic training with e-mail, surfing, etc is available
by appointment from Sue Dalton of the Renfrew Library.
Appointments may be made 10:30 a.m. to 4:00 p.m. Monday and
Wednesday, 10:30 a.m. to 7:00 p.m., Tuesdays and Thursdays.
To ensure availability, 1 hour sessions should be booked in advance.
Cyber-camps for kids, youths, adults or seniors
Seminars and workshops
Assistance using CampusWorklink
Assistance for Strategis registration
Free or affordable web-page design
Digital projection technology for presentations

All CAP services will be free whenever possible.  Nominal amounts will be charged for some aspects to ensure sustainability of the program.

Currently, a fee is charged for use of the colour printers at each site.  Prices may vary depending upon the quality and coverage of the graphics on the page.  Typically: 

Text with few graphics @ $0.10 / page

Text with many graphics @ $0.25 / page

Photo-quality full-page @ $1.00 / page

There is currently no charge for anyone to use the Renfrew, Douglas, KOA, Calabogie, or Forrester's Falls sites.

The R.C.C. has a digital projection setup that they will rent for $75 / day, which is very useful for group presentations with software such as Microsoft's Powerpoint.

Rules & Policies

All users must sign and adhere to the user agreement available at each site.

You are responsible for all internet content you access in the browser.   Children under the age of 13 are not permitted to use the computer unsupervised by an adult.

The following is prohibited, in any context:

  • pornography or profanity

  • sites which require credit cards or other proofs of age to obtain access

  • downloading software known to contain a virus or trojan or which otherwise may cause damage to the computer system

  • installing or removing any software without permission, with the exception of browser plugins for web multi-media.

  • using this site to attempt to breach any security system

  • commercial activity other than research

  • any other activity which is illegal or deemed immoral by the administration

Access is a priviledge, not a right.

Partners & Sponsors

The Renfrew Computer Club provides funding, equipment, and countless hours of volunteer support and training.  The RCC also acts as the administrative framework for the CAP program in the Renfrew area.

Renfrew County Internet Gateway Systems, a strong supporter of CAP in the Renfrew area, provides several free dialup, email and web accounts for use at the cap sites.

The Federal CAP program is partnered with Strategis, a government organization dedicated to connecting Canadian companies of all types and sizes to each other and the world via the Internet.

HRS Computers, one of several local computer stores, has offered it's support for the past few years.

Campusworklink is Canada's online resource for students and graduates seeking employment.

Industry Canada is, of course, the parent organization for Strategis, Campusworklink and CAP.  In addition to funding, they provide the administrative framework on a national level, while the Ontario Library Association has been subcontracted the administration on the Provincial level.
